I'll give C294 a shot. Frankenstein (1931), not to be confused with this scene from Young Frankenstein.
Correct. The drowning scene was censored in many countries around the world. As well the film was completely banned in a number of countries. Although passed by the commonwealth Australian film censor the Australian state of South Australia completely banned the film from being screened there. Twenty one years later the S.A. ban was lifted and the film was screened there in 1952. An advertisement follows below.
