You apparently know the film, so close enough. For the record Marco Polo Jnr. Versus The Red Dragon ( aka Marco Polo Junior ) ( 1972 ) is the answer. This film was Australia's first feature length animated film.
Clues were - ''In the spotlight this year'' and this being the Rio Olympics.'' An Australian singer went there'' and this referred to Peter Allen who recorded ''I go To Rio''. All I can do is supply the clues.
