I can certainly see why you may have thought it could have been Rondo Hatton, but unfortunately it isn't him. This film was released a little earlier than Rondo Hatton's acting debut.

A lesser known Universal film but for the yet unanswered image 323 the film in question is well remembered today.
In the 1930's Dick Foran was known as the the singing cowboy when he appeared in numerous western films such as Song Of The Saddle in 1936.
As the answer for 323 appears will not be forthcoming I will now reveal the film to be The Ghost Of Frankenstein from 1942.
