It certainly is the real life serial killer John Wayne Gacy appearing in the image. This image has appeared in various documentary film and television productions and various other media as well.
The image that I posted appeared in a major Hollywood film in a scene appearing alongside a very well known actress..
The only "classic" movie about a serial killer I know of is Silence of the Lambs, but I could not find a John Wayne Gacy connection.

It's going to be a news report about serial killers within another movie showing a picture of John Wayne Gacy as an example of a serial killer, but it doesn't ring a bell. I thought of "Lambs" too but couldn't find an image with Gacy in it, also checked "Se7en", couldn't see it. Could be either of those, or any one of a number of serial killer films....anyone else feel like having a stab in the dark (much like the serial killer did).

I must say that there has been more interest in this entry that any other one that I can remember.
After numerous clues though it would certainly appear that as this film has proven to be too difficult to identify and unlikely to be answered in the future,
I will now reveal the answer to be Copycat from 1995. The serial killer was played by Harry Connick,Jr.

A final clue for C501 is an expanded image of the scene.
After stating that I had given my final clue, I have now changed my mind in the quest to try and receive ancorrect answer.
Definitely my final clues are 5'2'' and 5'11'' working together and the John Wayne Gacy conection is proving to be a little misleading here.

Two new entries from the wild west this time around hopefully to be answered.
Marianne Hill seen in the below scene with Clint Eastwood.
Karl Malden seen below in the scene with Marlon Brando.
The image challenges continue.
