I know nothing about this film, but searches easily point to High Treason from 1929.
An interesting tidbit is that the film was released in silent and sound format, but the future portrayed was 1950 for the silent version and 1940 for the talk… -

I don't have an answer for c6, but there are some interesting tidbits.
The quality of the shot and clothing style seem to point to early cinema, but The Phantom Creeps is a 1939 serial. Keystone Cops silent shorts were popular in 1910's.
